Puzzle

I don't have a clue why someone would write "Hollow Bones" on a name tag to begin with, let alone stick it on a bright uplight on Kurilpa Bridge - perhaps to intrigue passersby like me*???

 *and make others wonder - why on EARTH is she taking a photo of that for???
